Adobe has released Final Candidate of Adobe Camera Raw v7.4 and also DNG Converter. Surprisingly fast was the inclusion of RAW file support for the new Nikon D7100, Canon 1DC  and the new Sony A58 among others.

To download Adobe Camera Raw v7.4 you need to use the update feature from within Photoshop CS6. The download below is for the DNG Converter v7.4 only.

By using the DNG Converter v7.4,  you can then open say Nikon D7100 RAW files in the older versions of Camera Raw.

Also not sure if using the Update within Photoshop Elements v11 would get you the updated Camera Raw. Might still have to use the DNG Converter and then open the DNG files in your older version of Camera Raw.

If  your PC which runs Photoshop CS6 is not connected to the Internet, then contact Adobe Support to find out how you are supposed to be able to update your Camera Raw.
